The argument for postponing legacy modernisation is usually framed as caution: the system still works, the migration carries risk, and the budget is not there. These are real concerns. But they coexist with costs that accumulate silently and rarely appear in the same spreadsheet as the migration budget.

#Support and licensing costs

On end-of-life Oracle platforms do not stay flat. Oracle extended support pricing increases with each year past the standard support deadline. Organisations running Oracle Forms past end-of-life are often paying more in annual support fees than a phased migration programme would cost.

#Security risk

It is not theoretical in regulated industries. An unpatched vulnerability in a system processing customer financial data or healthcare records is a regulatory exposure. The cost of a single material incident, in remediation, regulatory response, and reputational damage, typically exceeds the cost of the modernisation programme that would have eliminated the vulnerability.

#Shadow process labour

Invisible in most cost models. When a legacy system cannot do what the business needs, users build compensating workflows: Excel files, email chains, and manual reconciliations. This labour is distributed across dozens of people and is never attributed to the legacy system's operating cost. In our experience, when this labour is properly quantified, it consistently exceeds the direct support and licensing costs.

#The knowledge cliff

The risk that concentrates decision pressure. Every organisation running legacy Oracle technology has a small group of engineers who understand how the system actually behaves. When those engineers retire or move on, the ability to safely modify or support the system leaves with them. This risk cannot be mitigated by documentation alone. It can only be resolved by completing the migration while institutional knowledge is still available.

In most cases, the annual cost of staying still exceeds the annualised cost of a phased migration within the first two to three years. Five ways to modernise. One methodology for choosing the right one.

The words "re-hosting", "re-platforming", and "re-engineering" are used inconsistently across the industry. Here is what they mean in practice, and when each approach makes sense. In reality, most programmes combine more than one.

Most organisations do not have accurate scope data for their legacy estate. They know the system is complex, but not how many modules, dependencies, and external integrations it contains. We start every engagement with a structured inventory: automated tooling combined with manual analysis to catalogue every Forms module, Discoverer report, OBIEE dashboard, PL/SQL package, and external integration. Each object is scored on business criticality, UI complexity, logic volume, and integration risk. Application re-engineering and refactoring

Decades of accumulated PL/SQL packages, database triggers, and undocumented business logic are the primary reason legacy migrations fail. The code works, but no one fully understands why. We extract, document, and re-implement every calculation rule, validation, and edge case with full regression test coverage. Nothing is assumed to be standard behaviour. We verify every business rule against the legacy system's actual behaviour in production data conditions. This is the step that eliminates post-go-live surprises.
